New Law Makes Arizona State Employees At-will

On May 10, Arizona Gov. Jan Brewer signed a law that will make major changes to the state’s personnel system. H.B. 2571 combines the current eight different personnel systems into one consolidated system.  The new law goes into effect September 29.  All new hires from that date forward will be at-will employees. Existing supervisors, attorneys, IT workers, other employees above a certain pay grade, and those who accept voluntary reassignments will be converted to at-will employees.

The changes were made to “uncover” workers from the state’s merit system and give supervisors more flexibility in hiring and firing. Brewer says that the new law “will increase state productivity, eliminate bureaucratic red tape, and, ultimately, save our taxpayers money.”
