A.  The appropriate skill set for an HR role in any organization will depend upon the needs of the organization.  A larger organization typically hires specialists to perform certain duties, such as a benefit specialist or a payroll specialist.  Smaller organizations who have fewer resources may desire an HR generalist to fill more roles until the organization grows to need further specialization in the HR department.
