On July 30, 2013, the Office of Federal Contract Compliance Programs (OFCCP) submitted the long-awaited revised veterans’ affirmative action regulations to the Office of Management and Budget (OMB) for final approval. This was quickly followed by the OFCCP’s submission to OMB of the proposed disabled regulations on July 31.
The proposed regulations for veterans include the establishment of benchmarks for veterans’ hiring and linkage agreements with veterans’ recruiting sources. The more controversial disabled regulations include a government set goal of a 7 percent disabled workforce, as well as linkage agreements with recruiting sources that target the disabled.
The OMB has 90 days, with a possible 30-day extension, to review and approve the final regulations. The OMB is also permitted to return the proposed regulations to the OFCCP for further consideration. We will let you know the final results of these new regulations as soon as they are available.
