HPID Number Requirement Delayed for Large Employers

Previously, we reported that the Affordable Care Act requires large health plans (annual receipts above $5 million) to obtain unique health plan identifier numbers (HPIDs) by November 5, 2014.  Enforcement of this requirement has been delayed.

On October 31, 2014, the Centers for Medicare and Medicaid Services (CMS) delayed enforcement of the Health Plan Identifier (HPID) rules until further notice. The delay allows the U.S. Department of Health and Human Services (HHS) to review and “consider any appropriate next steps” in response to a recent recommendation from the National Committee on Vital and Health Statistics (NCVHS) that HPIDs not be used in transactions under the Health Insurance Affordability and Accountability Act (HIPAA). NCVHS is an advisory body whose input HHS is statutorily required to consider in establishing HPID rules.
