On April 23, 2015, the Colorado House effectively killed the previously reported personnel file bill, HB15-1342, by laying it over until May 11. The Colorado General Assembly must adjourn 120 days after it begins, as mandated by the Colorado Constitution. The adjournment date for 2015 is May 6, five days before the layover date. This process is a diplomatic, partisan way of killing a bill without labeling it as “killed.” This action does not preclude a similar bill from being introduced in the 2016 session.
